About The Library


The Central Library which is the heart of the Institute was established in 1977. It provides one of the important academic services to the Institute. It is a well-equipped Library, centrally located with easy access and does provide right impetus for the intellectual growth of the students, teachers, research scholars & others around. Presently, the Library is a part of the LTT building & having around 97,000 collections of documents of both print & non print materials.

The Central Library with its modern collection of knowledge resources and innovative information services supports a complementary role for students, faculty, and the surrounding community in their intellectual pursuits. It is a hybrid library with the state-of-the-art technological applications. The Library holds knowledge resources predominantly related to Science and Technology, Humanities & Social Sc, Management & other allied subjects. The Library is now fully computerized with an integrated system connected to the Campus Network providing e-resource facility to the institutional community. The entire Library collection including the CD-ROM databases and the online databases are made available through Institute’s network. Users can access the online databases through Institute’s network. Library collection can also be searched through Web OPAC. National Institute of Technology Silchar Library is an active member of E-ShodhSindhu Consortium (to access online full text journals) and also member of NDL (National Digital Library) in order to avail the benefits of various services. In addition, library enrolled as Institutional membership of British Council Library, American Library to avail the service of ILL. Recently, NIT Silchar has invested Rs. 44 Crore to create a world-class, innovative, inviting and flexible library system to enhance campus learning, support research, and to provide community outreach service having 90,000 sq. ft. carpet area. For this purpose, Central Library, NIT Silchar has entered into a collaborative MOU with University Library & Mortenson Centre for International Library Programme of University of Illinois at Urbana Chaimpaign, USA to create world class LIS facilities at NIT Silchar. The library building is in the final stage of completion.

Objectives of the Library


  • To support the Institute in imparting quality education in the field of engineering & technology, Humanities & Social Science, Management and other allied subjects.
  • To provide latest research information, electronically to various users community.

Library Sections

The Library has following sections for smooth functioning of the library:

Circulation Section:

Circulation Section located on the First Floor. The timings of Check-out and check-in of books is from 9.30 AM to 5.00 PM on weekdays.

Book Bank Section:

Book-Bank Books are issued predominantly to the PWD, SC & ST and foreign students for the whole semester. The timings of issue and return of books is from 9.30 AM to 5.00 PM. on weekdays.

Reference and Readers' Advisory Service:

The Reference Desk is on the second floor of the Library. This service is available for all.

Acquisition & Technical Section:

Acquisition Section is located on the first floor of the Library, this section acquires and prepares books and other reading material selected by the faculty members and recommended by the Heads of various Departments.

In technical section, the reading materials technically processed and is made available for use on the stacks.

Periodical Section:

The Periodical Section is located on the ground floor of the Library. This section provides current information and also subscribes journals, magazines and newspapers. The opening hours of the section are from 9 AM to 6 PM.

Computer Section:

This section is located on the ground floor of the Library. All the important servers for Koha, Digital Library, E-Learning, ERMSS, BIS, Fedgate & Ezyproxy and others accessories are kept in this section. This section manages the working process of the entire Computer System of the Library.

A need-based collection of knowledge resources is being developed in lines with the objectives and activities of the Institute in mind. Resources include books, journals, audio-visual materials, CD-ROMs, e-journals, online databases and other reference materials.

Books

The Library has a highly selective collection of over 96683 books in the area of Science & Technology, management and related subjects. Besides, there are also many new technical and reference books available in electronic form.

New arrivals of books, journals, theses and reports etc. can be accessed on the library home page. An email alert is also sent to the requesting faculty member(s) about the arrival of publications requested by them. Library has taken special care to keep the library stacks neat and clean and also provides facilitate to users to locate the desired document quickly.

Printed Journals/ Magazines:

114 printed journals are subscribed by the library.

CD-ROMs:

The Library has 4297 CDs/DVDs on Books, statistical data, encyclopaedias, dictionaries; most of the CDs are mounted on the Digital Library server and can be accessed through the Institute’s network.

Reports

The library has a separate collection of various reports, conference proceedings, ISTE-STTP proceedings, dissertations and reports of various Institutes/Firms.

North-East Collection:

The library has established a separate collection of books pertaining to North-East India. These collection portray their History, Culture, Economy, Geography, Ecology and about their Society.

Standards Collection:

The library has got a separate collection of standards and special publications published by Bureau of Indian Standards & Indian Road Congress. The standards are kept in a separate number-wise with sequence.

Career and Counselling Collection:

The library has established a separate collection of books pertaining to Career and Counselling. These collections include GRE, GMAT, TOFFEL & books related to counselling etc.

Miscellaneous Collection:

The library has miscellaneous collections comprising of Institutes examinations old question papers, competitive books, Hindi, Bengali and English literature books etc.

News Paper Clipping Collection:

The library has opened up the News Paper Clipping collections comprising of publication about North East India in papers, Magazine and Govt. publication etc.

Electronic Library:

Emphasis is given to develop a model electronic library with the state-of-the-art technological applications. The electronic library has online databases, CD-ROM databases, e-journals and e-books. It provides a single window access to all electronic resources and is accessible through the Institute's intranet.

Rules and Regulations

Admission to the Library

All members are required to deposit their personal belonging at the property counter at their own risk. The library is not responsible for any loss or damage to the same. Taking a briefcase or bag inside the library is strictly forbidden. Users should let the security; check their personal belongings, like books, files, etc. before they leave the library premises.

Care of Library Materials

Library resources such as books, journals, and electronic materials, etc. are costly and are often rare. These resources are for the benefit of the present and for the future members of the library. Therefore, library users’ are requested not to write upon, damage, turn down the leaves or mark on any library materials. Tracing or copying of any is prohibited by copy right policy and users shall be solely responsible for any violations. Before leaving the Issue counter, member should satisfy themselves as to whether the library material lent to them is in sound condition. If not , they should immediately bring the matter to the knowledge of the library staff at the Issue counter; otherwise, they are liable to be held responsible for replacing the material or paying such compensation as fixed by the Librarian.

Clearance Certificate

Library members/users’ who are leaving the institution, must surrender their membership card to the library, and obtain a "Clearance" certificate from the librarian, in order to ensure that they owe no dues to the library including any overdue charges etc.

General Instructions:

  • Every member of the library must bring their ID card to identify himself/herself when requested to do so.
  • Outwears, brief cases, handbags, files, umbrellas and similar items should be deposited at the check point before entering the library.
  • Smoking is prohibited in and around the library. No refreshments or foodstuff of any kind shall be consumed anywhere inside the library.
  • Silence must be observed in the Library.
  • Library members should maintain an atmosphere of dignity, peace and silence within the library premises.
  • All books and journals must be returned on before the due date.
  • Documents must be returned in time to make them available for use by others. Overdue library materials, other than the Reserve/ Reference Documents incur a fine of Rs.10.00 per day, the Reserve/ Reference Documents incur a fine of 50 paisa per hour or more. Until the dues are cleared the borrowing facilities will be withheld. Borrowing entitlement may be reduced if a member is observed returning document/s in late on more than three occasions. The Librarian can recall any issued document any time.
  • A misplaced book is temporarily lost. To avoid misplacement; books taken from the open shelves should be left on the nearest table/trolley. Library materials should be handled with utmost care. Nobody should write, damage and make any mark on any kind of library materials. Materials damaged, defected or lost must be replaced; otherwise the cost will be realized from the borrower.
  • Members should keep the library informed of any change of address during the period of their membership.
  • Members should return all materials borrowed from the library before proceeding on any kind of long leave.
  • Members should not sub lend the materials borrowed from the library.
  • Materials that are issued should be produced for the security to check.
  • Suggestions for purchasing books and other materials and improving the library services are welcome.
  • The librarian has the power to cancel the tickets and refuse admission to anyone who violates the rules and regulations of the library or indulges in any other type of misconduct.

  • These resources can be searched, browsed and material may be downloaded and printed as single copies of articles as is done in the case of printed library material. Downloading or printing of a complete book or an entire issue or a volume of one or more journals (called systematic downloading) is strictly prohibited.
  • Use of robots, spiders or intelligent agents to access, search and/or systematically download from these resources is also prohibited. Any violation of this policy will result in penal action as per the rules and regulations of the Institute.
  • Please note that systematic downloading will make the publisher to block accessing these resources to the entire community of users @ NIT Silchar.

The e-resources are provided by both the e-SHODHSINDHU and the Institute which incorporates thousands of electronic journals and bibliographic databases for use. The terms and conditions for using these resources are spelled out in electronic resource license agreements with each publisher. It is the responsibility of individual users to follow the usage policy for using electronic resources. The general principles for using e-resources are as follows:

Posting the URL to the publisher's version of the article on a class website (publisher links will allow only authorized users access).

Posting the publisher's version or PDF of an article to an open class website is not permitted (instead, post the URL to the article which will allow only authorized users access).

Breaches of the license agreement with publishers could result in the suspension of access to the resources for the member institutions.

Library Services

Checking out the Documents:

Registered library members are allowed to check out library documents as per their entitlement. Reference Books, CDs, Bound volumes etc. are not issued normally to the students.

Renewals:

Books issued to members can be renewed unless they are reserved by someone else. Members need to bring the books to the library for getting them re-issued.

Return of documents:

Documents checked out from the library should be returned at the circulation desk, during its working hours, i.e. 9.30 PM to 5.00 PM on any working day.

Reserving the documents:

A library user can reserve a book currently out on loan by requesting staff at the Circulation Counter. Notifications for availability of reserved books will be notified through e-mail.

Membership Renewals:

The membership card shall remain valid for the period indicated on ID Card. The students, faculty and staff members can get their membership card renewed on surrendering all borrowers’ cards issued to them and after settling all other dues.

Loss of Membership Cards:

The loss of membership card should be reported in written to the Librarian immediately. Duplicate membership card can be issued after getting Police Entry Report and paying the penalty fee of Rs. 100.00. Library members are responsible for any loss or misuse of their membership card.

Loss of books:

If lost borrowers have to replace with new book with latest edition along with late fee or if the book is not available, they have to pay double cost of the book along with late fee and RFID chip amount.

Lending service:

Lending service is available to faculty, students, administrative, and other staff members of NITS community.

Book Bank:

Book Bank books are issued to the students of the college for full duration of a semester at a time. Preference is given to SC & ST students and low income group and maximum of five books are given to each students depending upon the availability. The Book Bank facility is also provided to Physically Challenged students and foreign students.

Proactive Information Services:

Library provides specific information services such as alert on upcoming conferences/workshop, CAS, SDI, etc. to the academic community.

Reference and Research Services:

Reference books like dictionaries encyclopaedias, handbooks, manuals etc. and bound volume of back issues of journals are arranged subject wise. In addition to that Library members can also refer the online Britannica Encyclopaedia, Proquest Dissertation and theses and Turn–it-in anti-plagiarism software.

Magazine and Journals Service:

Central Library subscribes 99 numbers of journals and magazine on different topics.

Books Requisition Procedure:

As and when the central library receives the requisition of books in the prescribed format, duly signed and forwarded by the HOD’s, the purchase order is generated after the due approval of the Director.

Database/ e-journals and printed Journals Requisition Procedure:

The Librarian sends a request to all faculties / HOD's of the Institute for the requisition of journals in the coming year along with a list of journals currently subscribed in the Central Library. Then the Library Sub-Committee decides the purchase of database/ e-journals on priority basis depending upon the availability of fund.

External Membership Services:

External members from business/industrial and government setups as well as from the academics are granted membership under certain specified conditions.

Information services:

Most of the information services are available through the Digital Library accessible through the Institute’s LAN. Other major services include inter-library loan, book exhibitions and reference services.

Inter Library Loan and Document Procurement Service:

Central Library offers inter-library loan service to its users for the books and periodicals not available in the National Institute Technology, Silchar Library by procuring them from other libraries within North East India. The NITS Library in turn also lends its resources to the libraries of other government and academic institutions within North East India. However, photocopies of articles are sent to the libraries situated anywhere in the country on demand. User can avail J-Gate Services for ILL.

ERMSS

ERMSS (e-Resource Management & Search Solutions):

ERMSS is a customized e-resources management and search solution of NIT, Silchar Library. This solution provides the linking of all the e resources subscribed by the NIT, Silchar library. ERMSS is useful for the library members for searching information. The users can easily view, access and search within all the e-resources contents with the same interface.
ERMSS is a comprehensive search solution which has parameterized search functionalities. It can perform search on titles of e-resources (e-journals, e-books and e-databases) integrated with the solutions which provides integrated and mapped results from e-resources. User can access the e-resources and its content from anywhere anyplace through Intranet. This solution provides the linking of all the titles of e-resources (e-journals, e-books and e-databases) and open access e-resources. In this solution A-Z listing has been done for all e-resources.

Web OPAC (Search Library Catalogue):

The entire Library collection including books, e-books, journals, database etc. can be searched and browsed through the web enabled Online Public Access Catalogue (OPAC). Users can access the OPAC to find out the real-time availability of library materials from their own computer terminals. Faculty and students can reserve items, which are on loan.
